Very well pointed out, these are complex issues and needs to handle sensitively. I see most of the MNCs do allow employees with web surfing, a company which does not allow web surfing, employees may speak in negative tone about the entire organization and management. Few companies have set up separated halls only for the web surfing and mails checking. Times are changing so are the challenges.

This is a timely dialog. Self-regulation may indeed provide an answer if properly facilitated.

A good VPN client for the OS would be great. If we focus on Check Point, we can add SNX client. Then we have a better device than Abra I think :)
I tried the SNX client on Ubuntu 10.04, it works like a charm.
